If your visa application is rejected, it means you left some important details out of your application on which a decision could not be made thus making it incomplete, hence no concrete decision can be made on your application. If your visa application gets rejected, it means you have the chance of reapplying, and the information you provided earlier may not be used against you in future applications. Though this is rare, it happens. It is rare because it is more convenient for your application to be denied than to be rejected.
